That’s not an apology. That’s a statement of fact used as justification to act henceforth in a positive manner. That’s not saying “oops-our bad.”

It’s an implicit apology. We used the A-bomb as the least worst way to stop a war we didn’t start; why is Obama bringing it up in that particular context? And never mind that it’s an absolutely common, knee-jerk talking point with the “America Worst!” crowd.
