Note that being unable to convict Bill Clinton in the Senate didn’t stop Republicans from impeaching him in the House, either. I won’t be surprised to see something like the same scenario play out with Obama.

I don’t see this as at all likely. Boehner has no appetite for fights he can’t possibly win and doesn’t think the Republican party gains anything from them. (He’s right about that, at least as it concerns impeachment.)
