So, who does he name for Homeland Security? More importantly how do you make a move like this without having a new DHS nominee lined up?

Just curious: does Kelly HAVE to resign his position as DHS to take the White House CoS job? Or did Trump just think “I’ll get the General over here: he’ll follow orders”, and assume that Kelly can fill both positions?
Did Trump even THINK about this? Or does he see it as just another “You’re Fired” episode??
