Also, a one-time $50 chit for a GED? $50 per annum for job training? It seems like a bunch of this involves (1) chits that provide less incentive that they would cost to achieve, (2) penalties that are easier to “hit” and more than outstrip chit benefits.

Also…the level of privacy invasion for this to function might actually be a job creator. (This makes me multiple kinds of suspicious. Cui bono? The mention of MCOs suggests the possibility of privatized fuckery.)
