Uhhh, no… I don’t cotton to hand-waving blanket statements like this, because people (including some Lizards) say this same shit about TN, where I am.

It ain’t “most”, but it’s enough (along with the Party Uber Alles GOPniks that tolerate said racists, because it gives them power) for the GOP, both in FL and here in TN (and any other red states that have a sizable population, if not a majority of it, in its largest cities), to gain and maintain control at the top, because we’ve seen how they can game gerrymandering and voter suppression to their ends.
