You could tell from the reactions of all the other cops how much he’d screwed up. In a slightly better world, he’d have been immediately sent off and not allowed to keep cuffing her. But you can see all the other cops going “Oh shit” after he does that.

She’s spraying something. Watch it over and over again at HD. You’ll see something coming out of whatever it is.
