I just read this Gingrich quote from after the debate:

Anybody want to take a stab at what the hell that last sentence means?

My only guess for it making any sort of logic is in the context that guest workers are sending money home to their families and that Newt wants that monitored (and properly taxed and service fees applied). Presumably that would also control the funds from being funneled to drug or terrorist gangs.

Otherwise, it appears to be bizarro-world word salad.
