Unless I misunderstood her, my conservative, US history teaching friend did not realize Puerto Rico was a territory of the US. She made a statement that it would need a treaty.

They have been a US Territory since 1898, and they have been US citizens since 1917, with the Jones-Shafroth Act being the law in question causing it.
