Seriously.

Ken Starr was required by statue to investigate the matter and report on it once Janet Reno had assigned it to him. But Congress could have chosen not to impeach Clinton and they should have avoided that sand trap. An impeachment when you know you don’t have Senate votes to convict is just a farce.
