If your assessment is correct then all I can say is that it was a brilliant move by President Bush.

However, once our presence comes to and end there are no plans for permanent US military bases in Iraq.

We’re in the midst of a “drawdown” of forces in Iraq right now.

Where in the world do you take from that that “drawdown” means “finish”?

Once an Empire has a foothold, it won’t ever leave until the sun sets on its ass. And then we’ll just sell it to China.

We will never “quit” Iraq. It’s too good a setup.
