Purposely causing a constitutional crisis. Using the unitary executive, and not challenging the inevitable effort to impeach that would result. Falling on the sword, so to speak.

I would just direct the executive to continue paying the bills, per section 4 of the 14th, and veto the bill. That ought to do it.
