According to the Berlin police, the person found in the passenger seat dead was a Polish citizen.

The driver of that truck is in custody. CNN is calling it terrorism, though the police have not said anything about what happened or what the motive (if any) the driver had. The company that owns the truck (carrying steel) says he was out of contact with his driver for some time.
