I think even he’s aware enough to see how Iraq turned out. So he acts tough for his cult. The problem with this is a real crisis might emerge and he won’t know what to do.

I wonder if his reticence about the military (beyond showing up at their functions to brag about something he thinks he accomplished) is he’s afraid it’s something he couldn’t control once he unleashed it. That, and he’s afraid it would ultimately empower US intelligence, which he feels a need to keep in a state of mistrust over Russia and his other dealings.
