Why are these ballots not alredy counted? the election was sometime ago, something is not right here.

There is a window of time to collect and count absentee ballots after the election day. It is almost impossible for the small number of volunteers and Secretary of State office staff to hand count ballots, and absentee ballots have to be hand counted by their nature. This is why they are often only counted when they could possibly change the outcome of the election.
