Does he mean the Western civilization descended from the swarthy Mediterranean Greeks and Romans?

The one shaped by the Biblical traditions of the Middle East and North Africa?

Does he count the civilizations of Eastern Europe that were once part of the Mongol Empire?

I guess I don’t get the connection between one’s complexion and civilization.
