Neat but highly impractical. You’d essentially be riding on an unbelted inner tube w/ no re-inflation ability & almost zero contact patch.

The car has a license plate on it - was it considered street legal or was the car modified after it was licensed?

As for fear of parallel parking, there is a solution to that: Learn how to parallel park.
