The Army Surgeon General had them blocked from installation morale/welfare operations more than a decade ago.

They’re just as dangerous as the sun. Pretty soon we’re going to mandate people wear an SPF40 when outside or pay a $50 fine. People in CA and FL are going to have to wear wide brimmed hats and long sleeves 11 months a year. If it saves just one life…..
