I was just trying to find the “recovery” or “stimulus” angle to those ham contracts, since it wasn’t in the contract information.

I said upthread I think that at least some of this is money that would have been spent anyway, for these programs, and somebody at the agency was directed to write up a “stimulus” or “recovery” angle for the funding.
