Looks like a straight up crackpottery, especially this old nugget:
Particles don’t depend on any consciousness.
The theory has deep roots and I don’t believe it can simply be dismissed with raw assertion, see Wigner’s friend and the quantum mind-body problem. It may not sound right, and there certainly are other equally strange but plausible explanations, like the many worlds concept.
