I think its done by the same people/organizations driving the propaganda the last 4-6 years.
I think its damage limitation. The more they can blunt and blur the negative consequences of their actions, the more of their base will remain, the faster they can start blame Biden and take back the narrative.
Also if you can blunt peoples anger, the less pressure they will put on the administration to change stuff and possibly punish people.
I’m sure they are already busy planning the run up to the midterms.
