I was thinking more like he was trying to file business organization papers with his wife as principal owner, so as to take advantage of any possible female and/or minority owner (a twofer!) benefits for bidding contracts.

But that would assume he actually wanted to work, rather than pontificate on twitter and his little blog. (And that he would have any idea how to read/respond to an RFP.)
