I would love to hear how we have “fallen behind” China and Russia militarily by any measure. This sounds too much like the “Gap” logic of the Cold War, of which we had numerous examples (Bomber, Missile, Cruiser, etc) that turned out to be either entirely fictitious or far less dire than depicted by those on Capital Hill whose defense industry buddies were desperate for new/bigger contracts.
