I think that Obama has been strongly encouraging the banks to start lending again so that small businesses can grow. He is a capitalist.

On the one hand he’s pushing them to lend, yet on the other he’s making the ones that would normally be looking for loans (big and small business) skittish about expanding due to the (up to now) uncertainty of how much the health bill will cost them and if/ when cap and trade is coming
