If that was true the term “convicted felon” would be redundant no? Maybe suspected felon would have been better phrasing.

“Convicted felon” is merely a way of piling on redundancies to make someone seem worse to the public. It’s like calling someone a “hardened criminal.” It has no legal meaning.
