Russia’s (read; Putin) isn’t looking to get into an actual shooting war with NATO but seeing that Romania (and many other EU and non EU member nations in the region) get a goodly portion of their natural gas via Russia, (in Romanias case, it’s almost 40%) Putin is just tapping them on the shoulder and giving, them a little nudge saying “Hi,.,remember us? Yeah ,, we’re here !!”

Yes, but unless he’s quite insane, Putin isn’t going to have territorial demands of Romania.
