Why did the NRA oppose this?

Let me field this one. The primary reason is as follows:

The Constitution provides that while many rights can be limited or taken away in some cases (especially for the commission of a crime), that may not occur without due process. The terrorist watch list does not operate under due process. Decisions on who is to be added are by necessity made in secret according to undisclosed criteria* and sometimes have resulted in the listing of small children. While those cases were resolved quickly, it is often a prolonged and deeply uncertain proposition to get an adult wrongly put on the list off of it.

*: The reason why the decision making process for who is on the terrorist watch list and what criteria are used is kept secret is simple: If it became known to the public, terrorist organizations would change their behavior to throw us off.
