I am not in favor of [drug legalisation]. As for the cartels, it would keep that aspect of business in business. The Mob ran garbage collection as a racket.
But… garbage collection is a bottleneck in the smooth running of a city. What happens when dope dealers go on strike? Stoner just says “Bummer dude! Now I have to, like, go to the bar instead.”
There won’t ever be a “marijuana racket”; if (when) gangs get involved in what the corner store sells, it’ll be a general protection racket, and they can run that sort of racket over any kind of store.
