Maybe. It sounds more like something that should have been included under routine maintenance, as part of their normal operating budget. How is it classified as “stimulus”? Are stimulus funds being used to supplement the ordinary Federal Budget? If so, that’s gonna make accounting a bitch.

Capital projects are always set to the side, and organizations put them off until they become really urgent. Most organizations will do pretty much anything to avoid using operating revenue for a capital project.
