What the hell does that even mean?

It’s a stupid lie, and it also overlook something: Foreign doctors have to pass the boards here in order to practice. This is actually harder for foreign doctors, since they’ve been educated slightly differently. So a foreign doctor licensed in the US is generally a pretty badass doctor.
