If you want a handgun $200 isn’t that much extra to pay for it, and the CLEO signoff can always be averted by having the weapon be purchased and owned by a trust or corporation. The only exception I might make would be for specifically listed target models, but probably not even then. In addition to being a barrier the tax would raise the level of quality overall, nobody’s going to pay a $200 transfer on a cheap saturday night special.

When the NFA first went into effect the $200 tax stamp was equivalent to more than $3K in todays dollars.

The alteration of the CLEO procedure is intended to ensure that the law would be less seen as trying to disarm those who are not criminals. It is also intended to improve the law’s chance of surviving court scrutiny under the Heller decision.
