If you are worried about using Paypal (and you should be), use a prepaid Visa debit card. I use one for ANY transaction that requires the use of Paypal. I don't trust them. I've had to have my credit card reissued twice after using them for on-line transactions.

I'm sure he won't do it. But the poker-style action between him and the State Legislature sure is getting ramped up.

Our nasty, humid heat wave broke a couple of days ago. I rode my bike this morning and had to wear a long sleeve t-shirt. It' been really nice during the day (80s, sunny, no humidity.) The nasty weather is supposed to return next week.

To attack or not to attack Iran? That is the question – or rather, one of the questions – asked as part of a “global attitudes survey” conducted by the Pew Research Institute in Washington. And the results? Surprising, especially with respect to attitudes toward Iran and its nuclear program.

The survey canvassed 22 countries, was conducted in the mother tongue of the respondents, and included relatively large sample groups. Eight out of 10 Germans, seven out of 10 Frenchmen and six out of 10 Britons hold negative views about Iran.

Even in countries with a predominantly Muslim majority, 66 percent in Egypt, 63% in Jordan and 60% in Lebanon hold a negative opinion of Iran.

I went for a run yesterday morning through Crystal City. Delightful!!

I've been trying to make myself get up early on weekday mornings and ride before work. I ride shorter distances when I do that, but since the lake path is nearly empty, I go a lot faster and get a great workout. I did that twice this week. This morning I got ten miles in, and still had time to have breakfast and coffee at home and get to work by 7:45.

We still need to get a beer some time after work. And I'm playing in Alexandria again in August.

Right-wing media freak out over Pelosi's accurate unemployment benefits comment

Congressional Budget Office director Douglas Elmendorf and McCain economic advisor Mark Zandi, have pointed out that increases in unemployment benefits are among the most effective forst of economic stimulus. In congressional testimony, Elmendorf has said:


Transfers to persons (for example, unemployment insurance and nutrition assistance) would also have a significant impact on GDP. Because a large amount of such spending can occur quickly, transfers would have a significant impact on GDP by early 2010. Transfers also include refundable tax credits, which have an impact similar to that of a temporary tax cut.

A dollar's worth of a temporary tax cut would have a smaller effect on GDP than a dollar's worth of direct purchases or transfers, because a significant share of the tax cut would probably be saved. The nonbusiness tax cuts in H.R. 1 would reduce revenues much more in calendar year 2010 than in calendar year 2009 because much of the reduction in taxes would be realized by households when they filed their returns in 2010.

What we need is improved economic growth in the private sector, and we're just not seeing it in any appreciable way. With the census work going by the boards, the private sector just isn't creating jobs - so the unemployment data is looking even worse. The only way that the rate went down this period was because more people have quit looking for jobs altogether. Discouraged workers isn't a sign of a good economy - let alone good for consumer confidence and economic growth in key industries - manufacturing, real estate, durable goods, etc.

Despite that spin, other reports indicate that the private sector is growing anemically and as I picked up earlier today:

Businesses added a net total of 83,000 workers, an improvement from May. But that's also below March and April totals.

In other words, the growth just isn't there - and it is still below the levels needed to organically reduce the unemployment rate. Right now, the unemployment rate drops because of discouraged workers falling out of the market - not because they're getting hired on a permanent basis.

Moreover, it suggests that the job creation has dropped off heading into the summer as businesses retrench for a possible double dip.

I'm looking for something from the Corps of Engineers or the Coast Guard as to why they are delaying the issuance of the permits. I would like to hear directly from them, rather than someone else's speculation as to why the permits aren't being issued.

Everything I've read was the Corp had no objections to the dredging. It was the Fish and Wildlife department that was the hold-up.

The problem isn't the number of people available.
The particular problem right now is with the Coast Guard and Corps of Engineers not issuing required permits. They've had some of these permit applications since sometime in May.

In an article on Saturday in The Times, my colleague Campbell Robertson and I took a look at these criticisms and Mr. Jindal’s go-it-alone approach and found a noticeable gap between the governor’s rhetoric and reality.

We found that Louisiana’s oil-spill response plans were badly outdated and missing key sections, like a draft response plan to a worst-case discharge of oil. We also found evidence suggesting that the effectiveness of the Louisiana’s oil spill coordinator’s office had been undermined in recent years.

This office, created after the Exxon Valdez disaster of 1989 to prepare and respond to oil spills, had been allowed to shrink by half in the last decade and lost its entire research and development budget with a cut approved by Mr. Jindal.

The governor’s widely publicized plan to build a vast sand barrier around the Louisiana coast has been another point of contention between the state and the federal government. Mr. Jindal regularly attributed the slow start of the project to red tape and bureaucracy, but documents and interviews revealed that the sheer scale and complexity of the plan – not federal inaction – was the main cause for delay.

Yes, he is using La. National Guard.
He is NOT using the entire number that he is allowed to call up.

The problem right now isn't number of people or amount of activity.

It's with the permits that the Corps of Engineers has not issued, despite having some of the permit applications since mid-May.

A discussion of the number of National Guard troops called up is just not pertinent to the current issue, which is THE LACK OF PERMITS BEING ISSUED.

Good idea... I will curl the cord into a small loop, so you can see it at the top of the picture... FYI... it's a 40 inch cord, tied off with two "hippy knots" (that's a term I have heard used to describe those kinds of knots) so it's adjustable. After tying, you get about 34 inches to play with, you can hang it low, or pull the knots right up to the silver swirls and get the standard 18 inch length.

I'm just read the Rolling Stone article:

According to National Incident Commander Admiral Thad Allen, the responsibility for the delay rests directly with the Gulf governors: "It’s pretty much up to the governors, and how they want to deploy the National Guard," Allen said in response to a question from Rolling Stone during a press conference on June 23. The governors, he said, have to pre-clear the work they're assigning to the National Guard with the federal response team, but this is a formality. "We have not turned down any requests thus far," said Allen.

So either General Allen is lying, or no permits have been denied.

No permits= no work to be done.

You've got 3 players here - Corps of Engineers has to issue permits, Jindal deploys troops to do the work AFTER clearing it with Coast Guard.

It's the Corps of Engineers that has not issued the permits.

But it's obvious that people don't even know how this works. Again, the Corps of Engineers has to issue the permits BEFORE the work can begin. There is no point in deploying troops if there is no work available because the Corps has not issued the permits.

For the few permits that HAVE been issued, National Guard troops have been deployed, and their work was cleared first by the Coast Guard.

Good gawd.
So easy to see why people are confused, Rolling Stone did a piss-poor job of reporting this.

and the reason I say show a picture is that I know from experience that people will skim a description and then be all "well I didn't know there was a stain" when I went to great lengths to tell them there was a stain on a garment...if there is a picture I seem to not have those issues.

Hind sight being 20/20 I do find it interesting that over and over we hear how the Feds should be doing this or that, but it sounds like by law much is left to the state to do. And while this is not a slam at Jindal (I would not be surprised if in a lot of states the disaster offices are the first to get cut...but we do know how Jindal feels about paying attention to volcanos and such) it does show why the people who plan for disasters and real disaster plans are pretty important.

But a review of Louisiana’s prespill preparation suggests that the state may be open to the same criticisms that Mr. Jindal has leveled at BP and federal authorities.

The state has an oil spill coordinator’s office. Its staff shrank by half over the last decade, and the 17-year-old oil spill research and development program that is associated with the office had its annual $750,000 in financing cut last year. The coordinator is responsible for drawing up and signing off on spill contingency plans with the Coast Guard and a committee of federal, state and local officials.

Some of these plans are rife with omissions, including pages of blank charts that are supposed to detail available supplies of equipment like oil-skimming vessels. A draft action plan for a worst case is among many requirements in the southeast Louisiana proposal listed as “to be developed.”

“We kept being assured over and over that they had a plan, that there was a detailed plan, that it was coming; we never got that plan,” he said.
But under the law, oil spill experts said, there are only two kinds of government plans pertaining to spills, and the state is partly responsible for both.

There are area contingency plans, which the state helps draw up and are meant to be in place when a spill occurs; and there are action plans, which the state helps put together on a day-to-day basis after a spill.
It is just as much the state’s responsibility as anyone’s if a spill occurs and there is no up-to-date contingency plan, said Donald S. Jensen, a retired Coast Guard captain who coordinated the response to several major oil spills.

I've about had it with a few folks here who are determined to BLAME SOMEBODY, some want to blame Obama, some want to blame Jindal.

It's silly. There are real problems here, one of them being the Corps of Engineers delay in issuing the damned permits. There is no need to go off into an Obama hate-fest or a Jindal hate-fest.

I agree completely. The main problem is just the entire scope of this spill and the lack of a plan for worst case scenarios...by everyone; The oil companies, state, local, and federal governments.

Now they are having to review plans to make sure they don't do more harm than good in the long run. This sort of stuff should have been in place as contingencies. Now we are having to do it on the fly. No way to respond to an emergency.

The blame game is the result of lack of preparedness.

That clip nicely shows why language is not the property of any one person; you can't take a phrase back. People who know 'porch monkey' in a racist context-- i.e. most people, and especially most black people-- aren't going to understand its non-racist usage.

I had to explain to a dude the other day that "gook" did not actually mean the same thing as "geek". I don't know how that particular linguistic mixup occurred for him.

All languages are fun and powerful; the English language is one of the most powerful, given its richness, but this same power also means its usage requires more attention than a lot of other languages. English is the stick-shift in a world of automatic languages.

Just a quick point about sand berms if I may... I'm not a marine or wetlands biologist, however there is a major symbiotic relationships between the Gulf waters and those marshes that requires a continuous in and outflow between them. Without the Gulf currents bringing in nutrients and oxygenating the march waters, they can pretty quickly grow stagnant and build up algae. The currents also carry away detritus and such that sucks further oxygen out of the water. While significant sand berms may temporarily halt oil from entering the marshes, they introduce other problems that have to be considered.

"Gook" is only racist from a user's intent. In Korean it just means "People". They are the Hanguk, Americans are the Mi-guk. It's all in the context and intent.
