Fact Checking: ‘Obama DHS Purchases 2,700 Light-Armored Tanks’

Conspiracy mongers are still spreading a lie about DHS “tanks”

This week, conspiracy hounds of the internet were set alight by a rumor that President Obama has ordered “2,700 Light-Armored Tanks” for the Department of Homeland Security. Leading the charge was Jim Hoft who runs the blog Gateway Pundit:

Obama DHS Purchases 2,700 Light-Armored Tanks to Go With Their 1.6 Billion Bullet Stockpile

This is getting a little creepy.

According to one estimate, since last year the Department of Homeland Security has stockpiled more than 1.6 billion bullets, mainly .40 caliber and 9mm.

DHS also purchased 2,700 Mine Resistant Armor Protected Vehicles (MRAP).

Modern Survival Blog reported:

The Department of Homeland Security (through the U.S. Army Forces Command) recently retrofitted 2,717 of these ‘Mine Resistant Protected’ vehicles for service on the streets of the United States.

This in turn was linked by Drudge Report which set this internet hoax in motion.

Here are the facts…

An MRAP is not a light-armored tank but instead an “armored fighting vehicle” whose acronym stands for Mine-Resistant Ambush Protected. You will notice too that someone has edited the Wiki page including today’s hoax:

In September 2012, it was reported that the Department of Homeland Security (through the U.S. Army Forces Command) recently retrofitted 2,717 of these ‘Mine Resistant Protected’ vehicles for service on the streets of the United States. The Department of Homeland Security has used MRAPs in Rapid Response Teams in assisting people effected by natural disasters such as Hurricanes.

Now, let’s go back and look at the figure cited in today’s hoax or 2,717 MRAPs. It seems like a high figure already for DHS. Yes, DHS used armored vehicles, but at this time I have not located the exact amount and type of armored vehicles in their fleet. Where is that figure from is the important question and I able to locate a contract for 2,717 MRAP for the United States Navy:

CONTRACT: NAVY

Navistar Defense, L.L.C., Warrenville, Ill., is being awarded an $879,923,195 firm-fixed-priced delivery order 0023 under previously awarded contract (M67854-07-D-5032) for the procurement of 2,717 units of rolling chassis; 10 engineering change proposals; and 25 contract data requirements lists, for MaxxPro Mine Resistant Ambush Protected vehicles. Work will be performed in West Point, Miss., and is expected to be completed by the end of October 2013. Procurement funds in the amount of $879,923,195 will expire at the end of the current fiscal year. The original contract was competitively procured. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

The conclusion that the 2,717 Mine-Resistant Ambush Protected vehicles are for the Department of Homeland Security is false. Instead, they are part of a contract award to the US Navy and will be subsequently used by the United States Marine Corps.

Previous contract M67854-07-D-5032 can be found here and modifications to same contract can found here.

A search for M67854-07-D-5032 at the Federal Procurement Data System reveals that all contract under this number are for the United States Navy.

Finally, I’ll leave the reader to one more source here:

Navistar lands $880 million defense contract

Lisle-based Navistar Defense LLC landed an $880 million order from the U.S. Marine Corps to upgrade more than 2,700 mine resistant ambush protected vehicles, the company announced Tuesday.

The Navistar International Corp. subsidiary will retrofit the MaxxPro vehicles with new rolling chassis to improve their off-road capability.

“As Defense budgets are being reduced, it is imperative that we continue to develop economical solutions that repurpose assets while also working to ensure warfighters have access to emerging technologies and capabilities,” Navistar Defense President Archie Massicotte said in a statement. “Our rolling chassis solution allows us to leverage our unique vehicle design and replace an older chassis with a new, highly mobile independent suspension chassis.”

In summary, the 2,700 vehicles are not for DHS but the USMC by way of the US Navy.

Conclusion?

As one would expect, tales of DHS buying 2,700 MRAPs from the Army (in reality, DHS only has 16, a fleet that it started building around 2008) inflamed the government conspiracy corners of the blogosphere. Just do a quick Google search of the term DHS MRAP and you can see for yourself.

Update 3: Snopes confirms that DHS will not be receiving 2,700 tanks and has determined this to be FALSE.

A March 2013 claim that the Department of Homeland Security had “purchased 2,700 tanks” for use in the U.S. was based on a year-old (i.e., March 2012) announcement that the DHS had engaged a contractor to install new chassis on a number of Mine Resistant Ambush Protected (MRAP) vehicles that were being returned from deployment in Iraq and Afghanistan…

Here’s the Navistar press release that explains exactly what they’re doing with these MRAPs:

“We are focused on increasing the capabilities of our existing fleet with minimal impact to defense funding,” said Archie Massicotte , president, Navistar Defense. “The vehicle reset line we established for this installation work can also be utilized to restore older vehicles to like-new condition. Therefore, we are poised and ready to reset vehicles returning from deployment – either here at our facility or overseas.”

The installation contract retrofits vintage MaxxPro vehicles with a new rolling chassis. This chassis enhancement includes the addition of the DXM™ independent suspension, a MaxxForce® 9.3 engine, 570 amp alternator and driveline, while leaving a residual chassis with a beam axle that can be reused. The retrofits will be conducted in West Point, Miss., and work is expected to be completed by the end of May 2012.

“Keeping constricting budgets in mind, we continue to anticipate tomorrow’s needs and develop new solutions to use existing assets,” said Massicotte. “In addition to being ready for reset work, we already have options available that reuse the leftover chassis from this body-swap.”

Should the government be interested in reusing its remaining vehicle chassis, Navistar can add an armored cab to the chassis or return the vehicle to a commercial flatbed truck by adding a standard commercial cab for roughly a third of the cost of a new vehicle. Additional variants that can be produced on this building-block model include a recovery vehicle and a utility truck with an integrated capability for exportable power generation.

They swapped out the chassis for a new one, for use in Afghanistan. It’s definitely nothing sinister.

I think I have it. The Marine Corps ordered the 2700 MRAPS but the DHS does have MRAPS as well for border drug busts etc. So the above picture is of a DHS vehicle. This looks pretty false but I can’t say that its ever a bad idea to be extra suspicious of the govt. If I have a choice between too suspicious and not suspicious enough I will take too suspicious. I am sure the German people wish they had been on that side of the spectrum.

Also, different departments purchase equipment through other departments quite often, especially military grade arms and vehicles for law enforcement.

And don’t discredit the info because some people believe in conspiracies. This looks to me like a very real threat - the increased militarization of Domestic Law enforcement (not to take over the country but) to enjoy new toys to play with (ie to make busts for non-violent drug offenses!)

This conspiracy theory of 2,700 MRAPs for DHS started in early 2012. Same exact figures. People were trying to make it out as though the DHS was keeping this a secret. They currently have a total of 16 MRAPs and that’s for ICE. They’re never been kept a secret. Well, here we are in early 2013 and it starts all over again. Same stupid conspiracy theory. Now it appears to be morphing into something about the 2,717 not really being for the Navy but eventually will go to DHS. That’s simply bullshit. The 2,717 are slated for duty if you will. Some of those may eventually end up with DHS/ICE. But I find it hard to imagine or even think why DHS/ICE would even want that many in the first place.

We see again and again that the more military equipment local law enforcement gets its hands on, the more they feel the need to justify it by using it. That is why you have SWAT raids for MJ dealers, flashbang grenades used in house where little kids are sleeping, M16’s in the hands of police officers for simple warrant servicing, and tanks (or armored vehicles) used to knock over shacks where suspected undocumented workers are hiding (See Arpairo, Joe).

3 - Because they have them, they will use them

(Eventhough the 2700 number is exaggerated and it is intimated by kooks that they are to be used to “take over” the US, it doesn’t change the fact that #1-3 are true!)

Pointing to right-wing survivalist kooks who make this claim as your reason to dismiss is setting up a straw-man for the actual discussion we NEED TO BE HAVING: Domestic law enforcement doesn’t need these things (whether it is 27, 2700, or 27,000) and we can’t afford them so why are they buying them??

Equipment does not make law. Police have to follow the law as well. Like all organization, it’s dotted with many bad apples or for that matter incompetence and poor training. You could get rid of all the MRAP, SWAT team, M-16 or whatever but cops will still be able to surround your house locked and loaded and with sometimes a twitchy finger.

Police used to counterattack protesters on horseback with billy clubs in hand and bash peoples head in. In fact this was a very common practice for a very long time. People used to “accidentally slip and fall” and die in custody. With a simple club made of wood.

So you’re worried about MRAP? Why not worry about the private prison system? The over crowded jails, mandatory sentencing, archaic drug laws, school to jail pipeline.

All of these white people worried about big evil government while young black men grow up being harassed by your everyday cop on the beat. Instead of thinking about all those things it’s always the hair on fire mentality of an impending genocide carried out by DHS or in this case, ICE.

The wars are winding down, public demand tends to roller coaster and the ammo makers loading capacity are key strategic assets. Domestic law enforcement doesn’t need these things (whether it is 2, 27, 2700, or 27,000) and we can’t afford them so why are they buying them??

Third, Waco and Ruby Ridge were perfect examples of overzealous DLEA and LEO driven by a Federal Government that encourages such behavior by: offering surplus military equipment to DLEA, giving huge funding incentives to buy these new “toys” (typically tied to the ridiculous war on drugs), and a desire by politicians to look “tough on crime”. They were both awful wastes of lives that were unnecessary, so no I wouldn’t want such a thing to occur again for any reason.

Fourth, you are the one mistaking skepticism for paranoia. I am hiding out in a bunker, declaring war on the US, buying guns or gold, or exaggerating facts to gain support. Those are folks that I don’t support and they have an much reflection on me as they do on you. You, on the other hand, chose to ignore that DLEA having 10 of these MRAPS is a bad thing that will only encourage increased raids and SWAT-like tactics because you are disgusted with people who try to use such facts to their own “kooky” ends.

You would lose the bet. I was disgusted by GWB (and Cheney, Rumsfeld etc) and the whole GOP for their corporate cronyism, inflation of economic bubbles, reckless spending, military adventurism/imperialism, PATRIOT ACT, use of Gitmo for indefinite detention, continuation of the Drug War etc etc.
I, however, am equally disgusted by President Obama’s eagerness to continue such policies.

Radley Balko was the reason enough public attention was brought to the Corey Maye capital murder case that he was given a new trial and eventually released. Balko’s investigative journalism on an unknown case (at the time) resulted in the reversal of a wrongful death sentence against a black man in Mississippi (subjected to incompetent legal representation) who was merely trying to protect his daughter against what he thought were burglars but turned out to be a no-knock, no identification drug bust at the wrong residence. He also unearthed inconsistencies of a highly regarded Medical Examiner (Steven Hayne) who is now believed to have forged or exaggerated evidence in multiple cases.

I think such facts indicate that Balko deserves not be dismissed out-of-hand or as a “nut” without further clarification.
