Way back in the last century, when I was working for the government and the Republicans tried this stunt, it was noted that the Fed could still accept Treasury checks even if the debt limit was breached.

That is, the Federal Reserve can tell its member banks to accept Treasury paper regardless of what the Congress does with debt limits.

On top of all of this is the problem that the debt ceiling itself flies in the face of the Constitution.
