Sorry, Mr. Norquist says that taxing drugs to pay for treatment programs lead to socialism. No one who has taken his pledge can vote for your plan.

I don't think that anyone who signed that pledge ought to be able to vote on any bill. They have ceded their allegiance to another entity outside of government who is on the payroll of who knows who.

Grover Norquist didn't say that literally, but his 'no new taxes pledge' would cover taxes on newly legalized drugs. The only exception would be if those taxes were met by reductions in other taxes sufficent to keep the overall effect revenue neutral.

No, he's just monomaniacal. It's a common problem for activists, although most of those with monomania don't achieve his level of influence.
