I suggest you look again.

In Wisconsin, you do have to register your car yearly. There are mandatory insurance requirements. Here are the inspection laws. Since those who own/drive cars generally do so on public roads, a drivers license is also required.

Not to purchase or use it on your own property. Only when you drive it off of your own property do any of those laws come into effect.
