No, not in Wisconsin. Perhaps your state requires that of cars, but not here. The only thing I _have_ to do to _own_ a car legally is transfer the title. I do not even need a drivers license so long as I am on property I own.

I suggest you look again.

In Wisconsin, you do have to register your car yearly. There are mandatory insurance requirements. Here are the inspection laws. Since those who own/drive cars generally do so on public roads, a drivers license is also required.
