taxing the bejesus out of it actually does work. states make the mistake of counting on the extra revenue, of course, because most state pols are nimrods. IIRC what actually happens is that smoking declines as taxes increase and revenue stays neutral (until it becomes too profitable to bootleg, in which case revenue actually decreases).
