If I was the head of a terror organization, I would certainly consider setting up in or near hospitals because it reduces the chances that my ops center gets blown to bits.

I would consider this even moreso if I did not really give a shit about the lives of the civilians in said hospital.

It’s a logical move. There is no reason to doubt Hamas is doing it.
