I would like the Bishops (or someone) to do a study of why some areas seem to have the abuse problem while others did not.
I think the findings would be:

1. Some Bishops/Cardinals did not put up with the shit. They either kicked a guy out or handed them over to the local authorities.

2. Lack of proper vetting/formation at specific seminaries and within orders.

I’d agree. Of course the main problem would be that if you have a specific Bishop or Cardinal commited to the coverup, the offender just gets moved to a new parish, and continues abusing.
Pedophiles have incredibly high recidivism rates even with imprisonment and counseling. They also, IIRC, score off the charts when it comes to number of victims. A single pedophile will often have dozens of victims.

So if you have even one offender, who is protected and shuffled around, he leaves behind a very long trail of damage.
