Read closer “the State buys the house” so politics is involved, in theory they buy it at market and resell it at market plus the value of the interest but you and I know that once politicians get involved strange things happen. There will be pressure to lower the price paid by the favored sharia recipient and the prices paid by the state will either be inflated or if deflated to look good there will be other favors and costs extracted. Corruption opportunities on both ends of this deal with more bailouts needed as it goes broke.
