It was effectively a ban since it was limited to existing lines, not enough good ones to do the research. We trail the world in the stem cell science because of the religious opposition to the research. I never understood the pro life position that the embryo’s should be discarded rather then be used to possibly save or improve lives.

We do not trail the world on stem cell research it is open to anyone with a enough money to fund such research!

And I’ll quote lawhawk: “… , The limitations were only on federal funding - the private sector was free to carry out the research so long as they adhered to the federal requirements if they wanted federal funding.”
