Libya has a history of being a cohesive unit since the its time as a vilayet under the Ottomans, starting in 1511.

We all know the Ottomans were known for their democratic administrations.

Libya was always collection of contesting tribes ruled by a strongman/regime.

Qaddafi I am sure made things worse.
