That is true. But this report is not like the Autobahns. They were well constructed, and properly laid out. This ‘report’ is a poorly constructed piece of drek, started with a determination to reach a preset conclusion. Some of its sources might be good, but the piece itself is useless.

I have no good words for the report. I just draw a distinction between the merits of a piece of writing, and the facts about which that piece of writing is talking.

3*2=6 because 3-2=1, and then if you add 1 and 2 and 3 you get 6.

Wrong reason, but the statement of fact before those silly reasons is true.
