I’m going with a third alternative. The first is that he is a Troofer, the second is that he didn’t know what he was signing. The third alternative is that he didn’t care what he was signing.

If we take as fact the statements that others have made that the original statement called for:

1. An immediate investigation by New York Attorney General Eliot Spitzer
2. Immediate investigation in Congressional Hearings.
3. Media attention to scrutinize and investigate the evidence.
4. The formation of a truly independent citizens-based inquiry.

in the context that the Bush Administration was not doing it’s job…otherwise why the demands…then the inescapable conclusion is that Van Jones didn’t look into what he was signing. He turned off his judgment center.

It happens frequently in politics; that it occurs in someone advising the President, particularly one with so many other negatives, is very disturbing.
