Of course they are. People always lose in big disasters. But for the first time in the history of this nation, we’ve got a president who is guaranteeing, preemptively, that at least some people will be at least partially compensated without having to wait 20 years for the courts to decide their fate.

That’s a major fucking change, whether you’re willing to recognize it or not.
