I think the reason for the escrow is that it can be paid out immediately. Communities spent decades in court with exxon over the Valdeze spill.
Also since the money is already in escrow BP can’t weasel out of paying or declare bankruptcy to avoid their obligation. It’s very hard to come up with a good reason to oppose the escrow account.
