No it is not.
It is not against the law. It’s against regulation but not the law.
It is not the purpose of these hearings. The IG was responsible for determining what happened and who is responsible, and did so. If you read the report you discover that various names and other identifiers are redacted. No, the purpose of these hearings appears to be an attempt to find reason to impeach the president. I say this given there have been repetitive questions from the chair of the committee (Issa) as to the involvement of the president - what he knew, when he knew it, and what instructions he may have passed down.
