Not sure- but I have my own unscientific lithmus test for this. Sometimes the higher-end CD rates are a good indicator of what the upcoming savings-bond rates are.
In other words- not very good at this time. I purchased a few hundred in Savings bonds about a year ago before the rates fell to absolute crap.
[Also, at this time the current Series I bond has a built-in .7% interest rate while the rest of it varies every 6 months.]
