Colorado’s buffer zone applies to all health care facilities; the Mass law applied only to clinics providing abortions. That’s one way to address the issue since the Court allowed the Colorado buffer to stand.
I don’t see how HIPAA would apply in these cases; they apply to the patient’s medical records and where/how they can be accessed and used. Visiting a doctor’s office tells you only that you’ve gone to a doctor, not what was discussed, what procedures were done, etc.
You go to a dentist’s office. It could have been for a cleaning, consultation, or a root canal. No way to know simply by the visit.
Abortion providers often do other services as well - gynecological exams, physicals, blood tests, etc.
The decision was naive and foolish, and it may well end up with a body count among protesters, patients, and doctors.
