Take a second to look at the number of international treaties that the US continues not to be party to because Republicans insist we’d be “giving up our sovereignty” by signing them and you’ve a good idea why presidents just prefer to bypass them.

Exactly. And if there were a Republican in the WH doing the same thing, the GOP Congress would be as quiet as church mice about it.
